- Proximity restrictions: New vape shops will be prohibited from opening within 300 meters of schools, early childhood centers, and marae.
- Increased penalties: Non-compliance with these regulations will result in hefty fines for businesses.

- Fines for selling disposable vapes: Businesses found selling or distributing disposable vaping products without reasonable excuse face fines of up to $400,000 for large retailers and $50,000 for smaller retailers.
- Penalties for display violations: Breaching retail display restrictions can result in fines of up to $50,000.
- Increased penalties for general product display: The penalty for displaying tobacco or vaping products where they shouldn't be has been increased from $10,000 to $50,000.
- New infringement fees: Businesses could face $2,000 infringement fees for displaying products or advertisements incorrectly, or for selling disposable vapes.
